The common ground in the middle is the wall ground. This jack is isolated from the negative terminals and the 4 separate supplies are isolated from one another (although this particular PS allows me to bridge CH1 and CH2 for up to 64V) in this style of bench supply. So measuring between the +/- jacks on CH1, 3 or 4 and the GND jack shows basically 0V.
