If it has a UV window they can normally be erased and reprogrammed, even for a different game if it's the same size chip, so it depends on which specific chip you are replacing.

Display: 27C040 (4M equivalent)

So you could reuse for CPU for, but not display. (Technically there are tricks to use bigger chips in place of smaller ones in a pinch, but not always a direct swap without soldering/jumpers/checksum errors etc and depends on the game)

I don't think Rottendog makes a difference, but no experience with them. Just responded to your PM message to discuss replacement. Probably just bad chip since you can go back to the old version and the new display roms work fine.
