If you're not seeing the basement sub-forum in the list of forums on the front page, make sure you have the Basement enabled in forum settings.
The warning/disclaimer popup only shows once per browser (once you accept it, it stores in a cookie and won't ask again).

There was a bug that recently got fixed where the basement didn't show in your main feed even if you had it set to. I kind of thought it was a good idea and only the "insiders" knew how to find the basement.
