Fuses do not always look blown I would first check the continuity on the fuses then I would check the flipper eos switches and make sure they they are not in the wrong placement like closed if they are supposed to be open. Then check the optos on the opto boards and makes sure they are not broken in the test menu switch edges then the check you flipper troninics board In the head reseat the connectors and look or test for bad components.
