I'm troubleshooting my Stern MPU (LED locked on) per clay's guide. Per the following section:

"This will tell you if power is getting through the board to the chips

    U6, U2 (ROM): +5 = pin 24, GND = pin 12
    U9 (CPU): +5 = pin 8, GND = pin 1 or 21
    U10,U11 (PIA): +5 = pin 20, GND = pin 1
    U8 (5101): +5 = pin 22, GND = pin 8
    U7 (6810): +5 = pin 24, GND = pin 1"

With power ON I should get GND at Pin12 for U6 and Pin 21 for U9 but am not. I am getting at GND at Pin 12 for U2.

With power OFF I do get GND (rings out to TP4) for all three. Any thoughts?

Sounds like bad sockets or traces underneath.

what's the voltage from TP4 to the GND pins? Maybe some voltage is bleeding over to part of the ground traces?
