On start up I get 7 led flashes on the mpu board but no start up , fuses is ok, checked the test points on the rectifier board ,tp1,2,3 &5 were ok but tp4 was bad reading around 0.09 to 0.00

Are you measuring AC voltage ? If Yes......
You are missing your 7.3VAC ....... general illumination!
1. check fuse F5.
2. If the fuse is OK, remove the fuse and check the input AC voltage at E7 & E8.
@ If the above is ok, then you probably have a ground short at TP4 output.

Did you just buy it from someone ?
If all the voltages on the boards are Ok; I suspect you have a Connector problem .
Remove and reseat the connectors on the MPU board ( Power off) !
If it still doesn't 'boot-up', wiggle each connector( MPU) one at a time( Power ON), and see if you have a loose/bad connection!
