Bally Speakeasy pinball background sound too low?

I have a Bally Speakeasy pin and the regular game sounds are just fine and can be adjusted from the volume pot inside the coin door. I can hear the background sound, it is just much lower than the main game sounds. I have reseated all of the chips on the soundboard and still am having the same issue, any ideas?

Change caps and clean the IC legs.
