Quoted from shadetree77:

Picked up a Mr. and Mrs. Pac-Man at SFGE this year. It's my first solid state machine. All of my other games are EM's. I'm having a great time learning about this machine. Anyway, I've been looking over the manual and messing with all of the self-test switch positions. Referring to the switch on the coin door. I've identified what almost all of the 22 positions do. But I can't find anywhere in the manual that says what positions 20 and 21 do. Unless I'm just overlooking it. Does anyone know?

It is probably the "electronic volume control" if they count up past '03'. Not normally used and can be ignored. Most S+T sound boards use the two mechanical volume control pots and the main volume control at the coin door.
