Assuming this is original factory firmware in the game, there is no condition that would produce an error that would flash on one display. In fact, Bally software of that era could only display bookkeeping data in the displays when the game was put into bookkeeping mode.

First thing is to clarify if you are use standard factory board and firmware. If so, move the display to another position and see if the flashing 90 moves with the display.
