First, is the spinning wheel on the playfield supposed to spin all of the time? Second, I need photos of the jones plugs labels at the front of the bottom board. There are no labels and I would like to make some.

All the time that a game is in play, as I recall. Game Over should shut it off.

Current RIII owner here... yes the rota flipper gizmo works as David describes above, it runs continuously from game start to game end.
The front jones plug adjustments are on a label stapled to the right in-side of the cabinet. I provided details to Inkochnito he's provided that card and other useful stuff in the RIII instruction card pdf on his website.
