Center target is in parallel with the top rollover button. They should share a single capacitor. If the capacitor is old or missing you should replace it.

Great pics!! Helps a lot. Switch does not look original. Appears to be properly wired but does not look like the contacts are properly assembled. The larger thickness of the contacts appear to be for high current. Did you substitute a flipper switch? Flipper switches are not gold plated and would be intermittent in this application.
