Bally PF Light Power Issue

Finishing up a solid state Bally Night Rider. Last issue was the pop bumper lights. I installed new bodies and lamp sockets. Two do not light as brightly as the 3rd. After testing, one has a solid 7.2VAC the other two just 3.2V. I followed the PF wiring braid to the source wires. The good one receives voltage from the top of the PF via white wires and everything on that circuit is over 7V. The 2nd is the featured light bus which receives power from 2 blue wires from near the left slingshot. On this game it looks like the featured light bus also feeds some GI lights. These only show 3.2V, and all the feature lights on that circuit show the same. Looked at the rectifier board and the TP4 shows 7.2V. However testing the J1 pin 7 (feature light bus) shows only the 3.2V, pin 8 is 7.2V (GI light bus). Ideas anyone?
