Bally Night Rider Left Slingshot Coil Stuck On

My Bally Night Rider was working fine. One day I went in to turn it on and lights came on and nothing else. Found out I had a blown fuse. Fuse was tied to the Left Slingshot which was burned up. I ordered a new coil and a new transistor. From the schematic I saw that transistor Q16 was controlling the slingshot. I replaced the coil and the kicker stayed on at startup. I pulled the solenoid board and replaced the Q16 transistor. However, it didn't fix the problem. I am relatively new at fixing boards. I can solder and can sometimes somewhat follow a schematic. I can't tell what i should do next. I'm not sure if I installed the transistor incorrectly or if it is something else causing the sling coil to stay on. If I disconnect the coil, everything else works fine.

Could someone walk me through what to check next and how to check it?
