I agree with above. R113 (CR52 since it is a baby pac MPU) is probably open circuit. Replace it and R16 with 1/2w 2K ohm resistors.

ALSO your R11 looks burnt. Since you are using NVRAM.... Cut out R11. Replace nearby glass signal diodes CR5 and CR7 with zero ohm jumpers (or just jumper over top the diode). That saves you from using that stupid R11 circuit to drop 12v down to 5v for U8. NVRAM does not need to be on the 12v rail.

Jumpering CR5 and CR7 is only for when you are using NVRAM at U8. It does not fix anything with the TP3 voltage.

First and foremost you need the 43v for the 7th flash and voltage at TP3. Can you check to make sure your rectifier fuse for the solenoid 43v is not blown
