The U10 PIA is very busy. If you look at the ports, the same ones that do switches strobes also do lamp address and display latching(with U20's help).
If a switch strobe is grounded against the coin door you will also be forcing low a lamp address and display latch strobe which would make junk on a display and lamps to erroneously light up.

The only time i have encountered lamps messing up when a switch is closed is when a switch is shorted to ground some how.

You mention closing a switch makes lamps erroneously light up. So that still happen with the new board? Does the lamps go bad when closing problem switch in attract mode as well as game play mode? If so something is shorted to a switch somewhere.
Start a game and then unplug the cabinet switch connector (lower right). Then try the switch thing. If it no longer lights up wrong lamps it something in the cabinet that is shorted (tilt and coin door stuff).
