OK. Finally got some time to work on this. Swapped U10 and 11, and the problem went away, so I think it was just a re-seating problem with maybe U11. Anyway, it works fine now, game plays great.
On another note, display 3 has had an all digits flicker problem for awhile. Reflowed the header pins, still flickering. Replace U1, and it looks great.
