Bally Flip Flop Game Over relay stays unlocked

Flip flop is having trouble getting out of game over state.

1. The game on. Its in game over state. Hold-in relay is on therefore the game over relay is off

2. If I actuate the reset relay, the game hold-in relay turns off and the game over relay becomes locked - but only for a fraction of a second

(Or did the game over relay never energize therefore....)

3. The game over relay is no longer locked, and the hold on relay is on (Or is goes back to its initial game over state)

Any ideas why the game over relay does not remain locked?

Note the game was in a working state... so not trying to bring up a complete project game for the first time.

Check if the 3 step units tried to reset during the reset sequence. If they didn’t the game over relay latch won’t hold, and will immediately trip.
Clean and check score motor cam 3 switch b. This switch is responsible for pulsing the 3 subtract coils during reset.

It seems related to the coin relay not firing. See 'Reset Cycle' on page 6:

If I manually activate it, the game starts.

Note pushing the credit button on the coin door does nothing (if this helps)

Its the Jones plug coming off the coin door.
