Although I haven't done one personally, I might try removing the rivets. Maybe because I have worked on the open frame motors. The six rivets shouldn't be hard to drill out. Just drill enough to cut the mushroomed end off. Then use a cut off nail to tap the rest of the rivet out. Once inside you'll either find shredded gears which weren't going to get better on their own, or just lots of dirt that would benefit from a good cleaning. To put it back together I'd use small bolts, maybe with nylock nuts, rather than rivets to hold it together.
If you go looking for a replacement beware that there were at least two different Flasher Motors used that ran at different speeds.
