I was down loading roms for a Night Rider on Planetary's site, and it gives jumpering info for mpu 35. Night Rider was originally a mpu 17, would these jumpers be the same for both a 17 and a 35?

No. -17's don't support 2716s using just regular jumpers, you'll need to do a few small modifications. The main difference between -17s and -35 is that 35 added a bunch more jumpers to support more roms. See http://techniek.flipperwinkel.nl/ballyss/rep/index3.htm
