Glad I found this as it helped in correcting the problem with my Paragon. The 1k-8k bonus lamps (incandescent) would flicker when on and eventually after the game warmed up only the 1-4k bonus lamps would flicker. The MPU had a good amount of corrosion and so the 4049 had to get replaced. The thing is I had a MC14049BCP and it was the root cause of the issue. I replaced it with a M74HC4049B1R and bingo the flickering stopped.
