Is something not working? If so, then maybe something is missing, but I suspect you are fine. I see 4 dimples in the plywood there where those wires are. Those dimples would be screw location marks for where a Jones receptacle would have been mounted for an option not included on your machine, and those wires would have gone to that Jones plug connection.

Do you have 3 coin chutes or only 2? Maybe those wires are for the optional 3rd coin chute?
