It seems Bow and Arrow has "dummy score reels" for the last digit so you're probably looking at the 10-90 score reels

If happens on any player, I would either suspect a playfield switch gaped to tightly that scores 10 points or the hold-in switch on the "10 point relay" itself in the bottom box.

I suppose there is a possibility of the end of stroke switches on every single players 10 point score reel could be at fault as well, but more likely just the one other thing
