The coils are controlled by a 1A and 2A fuse located under the playfield.

When the 1 A fuse is removed

and the playfield is lowered,

the right side relay fires rapidly over and over again.

What are these two relays and what do they do?

I figure they must be for the flipper coils since they are located nearby.

Why does having the fuse out of the game make the relay fire like that?

Why does it only happen when the playfield is horizontal or nearly so?

Also, with the fuse out the game and the board in the upright position, the game seems OK

When the playfield is lowered to near horizontal, the game puts a bunch of gibberish on the display and seems to start to malfunction.

Download the manual here:

It has an extensive troubleshooting section (more than usual)

Hope this helps.
By the way, the flipper enable relay is in the back box so those relays arent for the flippers best I can tell.
