When lights aren't working on a Bally machine, it's most likely caused by bad fuse holders. Even though the fuses are OK, the end of the fuse holders lose tension and don't press firmly against the fuse. It's a common problem.

First thing you should do to any Bally game of this vintage is replace the fuse holders. Even if it's not a problem now. It will be in the future.
