Do you have a logic probe.
can you confirm the 74154 is doing the business it should be doing? The outputs should be resting TTL high and single output goes to 0v, low when selected. You can pull the solenoid fuse to check this.
If you are reading 2v on the base of the ca3081 is your solder job proper on the 74154 chip? Sounds like a power pin might be floating if the outputs are sitting around 2v.
