I’m not sure about the EPROMs, but lots of the switches have caps on them and when they go bad they can create switch errors on start up. You may want to replace the caps on the switches just to see if it helps. It can’t hurt as if they aren’t bad now, they will go bad one week, one month, one year (you get the idea) from now.

That’s weird. Perhaps the connector or wires going from the key pad. Have you tried repinning them? Or perhaps checking the schematics to see if a common wire or set of wires would control the left half?
