    You should get the first flash even without the RAM chips. The reset section does not look too good, but if you get the first flicker I guess it works. Replace the ROM sockets next. And make sure you have the board jumpered correctly for the Lost World ROMs.

    At least replace the U6 socket. U1 and U2 are not very close to battery damage area so they might be OK.

    Yes it is too high. Should not go over 5 volts. Schematic says nominal value is 4.8V. What is your voltage at pin 8 or 5V test point?

    I am pretty sure the board is wave soldered. With hand soldering, the thru holes and empty E-jumper holes would not be filled with solder.
