The ball index relay should energize the first time 100 points is scored, and turn off at the end of the ball (note how it's held in by a switch on itself through the outhole relay). I'm not sure where you're seeing that other stuff you mention

That's the whole point. It basically verifies that a ball managed to make it "into play"

All Williams of this era have pretty much the same setup for the ball index, the only difference is which score relays activate it
