Actual this is correct behaviour and by design. Sometimes the outhole kicker wasn't strong enough and the ball would roll back into the outhole. This use to have the ball count increase and the player wouldn't be able to play the ball.

The Ball index relay ensures you have scored some points before allowing the ball count to advance.

So the 100 pt relay causes it to pull (green)

The Motor switch 3A or the out hole relay - Keep it pulled. So the Outhole relay has to pull and the motor switch 3a both have to be open for the ball index to stop pulling.

There shouldn't be any firing from the impulse motor gear.

Games start and the ball kicks out into the shooter lane.
-Shoot the ball and score 100 points (Through one of the lanes a the top of the play field)
-Ball index pulls and stays pulled.
-Ball drain.
-Out hole relay pulls (Opens the Outhole relay switch)
-Motor runs
-When the switch stack on the 3rd motor gear falls, The normally closed switch opens and the circuit is broken
The ball index relay releases.

This will happen for each ball played.
