Pop bumpers on gottliebs aren't cpu controlled so the test can't fire them. The pop board and the switch are all that's involved. You can try swapping the boards around to see if the issue is with the board or the bumper itself.

Also try just grounding the coil like any other to make sure it's good and has power.

Could just be a bad contact. Try cleaning with a business card or just replace it.
