Ebay's new policy is that the seller has to pay for return shipping. Open an item dispute through eBay and I'm sure he will just refund in full instead. He doesn't have a lot of options at that point.

Getting through to E-bay is also a pain. They don't even have e-mail. When I start a claim it takes me to Pay-pal. I don't have Pay-pal and I don't want to open an account. I can't seem to get to E-bay claims.

The seller can't delete the negative feedback. It will stay up there. If you don't have Paypal, how did you pay? If you didn't use Paypal, your chances of getting a full refund just dropped significantly.
