The board will not boot without those PAL chips. Someone must have cannibalized the board for them. They are not normally sold anywhere last I checked and unless your buddy had the correct programmer and logic to program the device you are dead in the water (curious to know how he got the logic).
A call to Stern tech support might be the most expedient way to get what you need here whether it be the programmed device or the logic file itself though probably not the latter.

Do you get anything on the display when you power it on, even briefly? When you first turn it on you should see the display ROM version flash on the display before the controller gets a reset from the CPU board. If you get nothing, the problem is still with the display controller. If it flashes briefly then goes blank, the problem is the CPU board/interface.
If the former, verify the ROM, jump the reset pads on the board and see if you get anything on the display. If the ROM is good and since you already swapped the CPU, it's possible you could have a bad RAM on the controller. Unfortunately, there are not tools for troubleshooting these boards.
