It comes right off. There is a set screw that might need to be tightened. If the shaft plastic is cracked, using a needle nose pliers use a piece of wire to hold it together so it can be tightened.

Tighten a piece of wire between the adjuster screw and the bottom of the plastic shaft. You will need to remove the wheel from the shaft to do this.
