Doesn't the "Factory Settings" thing mean it needs the batteries replaced?

I just started having issues with my seafood wheel. It spins for a few seconds and then stops. I finally figured out how to get into the menu and got this when I tried to run the test.
My phone doesn’t like the refresh rate of the display, but it says:
