I believe if the ballast is fried, it will blow out the new starter. (I can't remember if this also fries the tube.) I would replace the starter again after having replaced the ballast. (I could be wrong about this!)

Yes you are correct. I learned that the hard way.
Me too, but it's been a while. I'm pretty sure I had to replace the tube too.
