Blinks on the boards?
Two drops do not pop up on their own, only when the bank is reset.

As mentioned, there are rollover switches behind the two outermost drops. When the ball is on one of those switches the drop in front of it is tripped down exposing the ball.
The center blue target is on a timer. As you progress hits on this target it stays up for a shorter and shorter time.
When any target is knocked down, all targets reset (including the blue target) and the target in front of the captive ball is immediately dropped. The timer on the blue target is reset and after that timer expires the blue target is tripped. It will then reset when one of the other targets is dropped.
If the captive ball is hit and it travels to the other side, all the targets reset and then the opposite target where the captive ball is then tripped down.
Switch test is your friend.
