    Doesn’t excuse anything obviously, but he can’t refund what he does not have...PayPal may be the only option for people and he seems to be saying so.

    It if his account is empty. Also, if he's rehabbing a drug proble, that was causing him to keep $20 and not ship items against multiple people then he probably has other debts...perhaps he plans to file for bankruptcy and start anew. Who knows...
