The way I read his post is he’s been fighting a drug problem and has no money so PayPal refund may be buyers only option. Certainly sucks but is sounds like he has no money to refund.
Doesn’t excuse anything obviously, but he can’t refund what he does not have...PayPal may be the only option for people and he seems to be saying so.
