    This is exactly how it still works. Only merchants pay fees, which they said would be added in that listing. They were very clear that it was only free for consumers.

    Which has been true at least since I joined in 2000. There is no fee if your checking account is used. Really, they can't be expected to provide you a free service, and pay the debit card fee for you.
