Should the top light be on in the picture attached? The bottom 1 is always on, at first I thought it was a bulb but I replaced it with the 1 that came with the machine and that hasn't helped. I was wondering if it lit only under certain circumstances or do I have two bad bulbs? Or maybe I'm just missing when it goes on?
