I am getting an error message that says "Diverter stuck open". When I look at the playfield, the diverter looks closed (not blocking lane). When I run the solenoid test, the diverter does not move during test. But I can move it with no problem by hand, so it is not sticking, but when I do move it by hand, I can feel the solenoid kick in and hold the diverter open till it cycles to close.
What is the best plan for attack to fix this problem? Any ideas?

High power only kicks in when you manually open the diverter.
Something is not telling the solenoid to activate.

Where is the Left Popper Optical Switch at?

Still, if you test in the menu, would it not still work regardless if the Left Popper Optical switch was working like it should? Because it's not working in test mode.

I got the coil pulled. I tested 232 ohms and 30 ohms on the other lug.

Is it possible to use a flipper coil? SFL-19-400 30-750-DC

The game doesn't know what a diverter is, it does know if a switch past it has been hit or not.

The diverter operates in the test menu now and I tried to clear the fault. From my understanding, you roll the ball up the lock ramp on the left of the saucer.
First time it should come back to the flipper. Second time it should get snatched for lock. Then repeat...flipper...lock...flipper...lock.

What really happens, is the 1st ball goes to the flipper, then after that, the ball keeps getting locked. What switch needs to be hit in order for the diverter to close?

Thank you, I did not know that. Must be why I'm not able to clear the error because I'm stopping after the 1st MB. I'll try again tonight.
