Trying to fix a 2 gen atari driver board. Need chip CDN4013....Is this the same chip at Great Plains Electronics-Integrated Circuit, CMOS, Dual D-Type Flip-FlopPackage: DIP-14 Part 4013?

It sounds like a generic "4013" chip to me which could be sold with any number of prefixes.
Letters IN THE MIDDLE of the numbers are more important such as 74LS14 or 74HCT14

This is a 4013 chip. The prefix in this case usually designstes the manufacturer. It's more commonly seen as CD4013 today.
