there was a Aussie company - Hankin that did 5-6 games where some probably made it to the US

then some Europe manufacturers, but not sure on the likes of US made games
there were many Gottlieb games in the 70s And at first Stern Gran Prix was only out of US until they had them stuck up their butts and sold them here
Gottlieb re-themed Some of their games for foreign markets. Canada Dry comes to mind - it's a French version of El Dorado. The Italian version was Lucky Strike.
