I'm fairly sure this is because System 9 does not use the Harris CVSD which I believe is the IC that the Rottendog board has a substitute for.

I don't have a Rottendog 9211 board so I haven't actually experienced the issue but different System 11 generations (-/A/B/C) generate sound differently - the audio originates from different circuits. Some originate from the main board. Some originate from the sound board.
