I think I'm dealing with residual bad karma from the former owners of my house. I have been told he used to pull the same crap. It doesn't seem like they realize we bought the house and they try to ignore us when an honest attempt is made to be friendly. We also get a bit of the "I have been here 10 years and you are an interloper" attitude.
