I don't pay attention to the pinside tags or categories. I look at the pictures. Then I look for details on anything the poster wants known, like if it's working. I assume any pin is going to need some adjustments, with the possible exception of the ridiculously priced "fully HEP restored" stuff - I'm never buying them, so don't care.
Pictures say everything except how it plays. So for me, it's pictures that matter more than anything else. But I don't see the issue here because the condition of a game is VERY subjective until you get to the extremes. This is especially true on the "fully restored" category - to me, HEP is everything, including the ridiculous pimping of legs, blades, coin doors, repainted cabinet, yada yada. Fully restored means all the major components have been upgraded or replaced - BG, PF, plastics, plus a cleaning and replacement of rubber bands. Partially restored means there's still some stuff that needs to be replaced, or is worn but usable - and it may not work completely yet. I know there's going to be disagreement, which proves my point about subjectivity.
