It depends on the desired game-time and the player skill level that you need to cater to.
I personally like the harder setting as well, but my preferences as an expert player will be very different than those of friends/guests that are novices/medium players, and I intentionally set up some of my pins easier to cater to them.
Setting the Under-playfield to not be unlimited balls on a timer swings the game more toward skill based play vs flailing in the Under-PF.

Yes. Essentially, the skill comes in how many Elektra Units you can earn to maximize your end-of-ball under-playfield play time. The scoring from the under-playfield dwarfs that of the main PF.

Based on the two Elektras I've played, my most consistent way of earning Elektra units was to hit the flashing target on the left-side standup bank, and which target is lit flashing is controlled by the player via the L flipper. So you can skillfully cradle/control your flips from the R flipper, and change which target you want lit using the L flipper prior to shooting for the target bank.
But if you've got the shots down to get to the Upper PF and can nail the captive ball/in-line drops, the stand-up target at the end of the in-line drops awards 10 Units (IIRC).

See @snyper2099's linked post for a whole bunch of other rules, including good insight on how to maximize your scoring in the Under PF. The one potential disconnect with that great summary is I seemed to recall that the Under PF bonus potential is quite significant.
EDIT: I read the flyer's 3rd page on ipdb.com... the Under-PF max bonus is 195K, and can be multiplied by 2x if you complete Under-PF 1-2-3 or 4-5-6 *in order*, or... complete all 6 targets in any order (1-2-3-4-5-6).
