I think BigDaddy Enterprises sells a kit to repair the soundboard. It may not fix your issue if the ICs are damaged, but you can always take a look and discuss with the owner of BigDaddy Enterprises. He is very helpful and may have some refurbished board for you.

Yes, just replace the Op-Amp and that should do it. You may want to check the output capacitor, too, and replace it as well.
