    This is what I had resorted to. There are two immediate issues that I can see.

    1) As mentioned above ... potential shorts from exposed header pins on the solder side.
    2) Numerous boards with the correct number of pins are required. A single (larger) board exposes more potential electrical short surface.

    Using panels would work but there would need to be a balance between ease of breaking and not inadvertently breaking. Of course, once the header pins are soldered in it wouldn't break.

    Yes. There were two primary reasons I had these made. Firstly to test the footprint and secondly to split connectors.
