Since there are .99 cent Universal Monster facial tissue boxes for sale, I don't think obtaining a license for some 70 year old, B-grade characters is any problem at all.
PPS has already stated they secured the UM licenses on their site.

It could be that PPS does not actually own the rights to Capcom pinball.
They might have taken all of Gene's stuff, but the Capcom license may not have been transferable.

Stern buys cabinets and playfields from CGC, so they already have a working relationship.
So yes, Stern is a competitor, but I'm sure they would rather get $208 from each MMr, than get nothing at all.
