All "unfired" guns are test or proof fired at the factory.
All new pins had balls rolling on them.
The condition is the only thing that matters.
(Flashing the code / new ROM wipes out played games)

I especially like a game listed as HUO that has a lot of wear on the coin door / slots and the sellers answer was "the kids used tokens". That explains the flipper flipper cab wear also.
HUO has one meaning but no guarantee of condition. Its assumed to be mint but not always just like a re-import is assumed crappy (but not always).
Several sellers / flippers use any means to sell or get an edge and HUO is one of them. It still comes down to cost & condition.
